You will be able to advance Sebastian's Relationship Questline as you progress through the story (you can't just do them all back to back).  You will unlock Crucio and Imperio through the same questline, these will unlock earlier in it during "In the Shadow of Time" and "In the Shadow of the Study".  It's important you follow the same dialogue as shown in this video at the end, if you don't follow it then you won't be able to learn Avada Kedavra.
